The payment of any of the Premiums requires the claimant to have an Income Related benefit in payment, for example ESA(IR), just because you are receiving ESA(CB) does not mean that you cannot also receive an ESA(IR) top-up. ESA(IR) is dependant on your household income, your savings and assets, and any hours that your partner works. See

24 hour work rule for ESA(IR)

If you think that you would qualify for this then you need to ask the DWP for an ESA3 form so that they can check whether you are eligible or not.
