A number of subscribers to the Rightsnet Discussion Forum have mentioned that DWP are using this argument (or similer) to not award PIP:-

“it is noted that xx can drive a car. The activity of driving a car is in itself a multitasking activity requiring significant physical function in terms of grip, power and upper and lower joint movements in conjunction with substantial cognitive powers of thought perception, memory, reasoning, concentration, judgement and co-ordination. It is considered that if xxx’s functioning was as affected as claimed then he would not be fit to drive and would be a severe danger on the road. There is no evidence to suggest that DVLA have been informed of such

The second of these gives some answers you use to counter the "you can drive so no PIP" decision.

It may be a good idea to "get you retaliation first" to quote a former senior Tory politician and Eton old boy

By mentioning in the PIP2 why use of the car should not be a barrier to being awarded PIP

For example we are going to include this in wife's PIP2

Due to Upper Limb Injuries and Sciatica in Left Leg I was advised by my Driving Instructor to learn to Drive Automatics Only, because of problems using conventional gear and clutch that may have caused a potential danger.

I can only use our car either as a passenger or if driving with some one with me to navigate. This is because on my own I become very anxious and panicky.
