Are you her appointee?

Unfortunately the law requires an assessment to be done, unless you can supply additional information to allow a paper assessment to be done then you have no choice but to attend with your daughter.

You say she won't communicate, is this because she cannot or won't?

Is she aware of her conditions and they way that they affect her?

You may be allowed to answer for her, if you have explained her problems with communicating in the PIP2 then there should already be an expectation of problems for the assessment.
