Hi, does the 28 day deadline start from when they send the first letter inviting you to claim PIP or when they send the PIP form once you have rung them? Thank you for your time and help.

You have 28 days to start a claim for PIP and then you will have a new 28 day period to complete the PIP2.

In both cases the accompanying letters will include a specific date that you need to start you claim by and to have returned your PIP by.

My PIP2 form was sent 2nd class & took a week to arrive. Hence only 15 working days to get help to fill it in! It was the same with ESA reassessment which ran concurrently & I had to rush- I made a mistake with someone's surname (poor memory due to being mental), it's been picked up on as evidence of lying! SO get hold of PIP2 form sample from GOV/UK website & get practising. I think they are deliberately stalling mailing to rush & panic you. You can get someone to phone & get a short time extension.
