ESA refusal

My friend has been refused ESA, they are planning to ask for a mandatory reconsideration, if that is refused they will be appealing.

If it gets to appeal stage can they be paid ESA at assessment rate?

This is second time they have been found fit for work.previously they won their appeal and were put in the support group this was before mandatory reconsiderations existed.

ESA assessment rate can be restarted once the Tribunal Service have notified DWP that an appeal has been accepted.
