Alphabetical list of common diseases guide and PIP

Is the 'Alphabetical list of common diseases' guide utilised by the initial decision makers (at time of submission of initial form) in relation to a PIP claim. For one of the conditions I have the following is listed:

Control own occupation test: None
Control PCA: R10
Action when prompted to apply the PCA: Issue an IB113DL/S (ref type CP)

An IB113DL/S (ref type CP) is defined as: Potentially exempt (physical incapacity) – The
customer may be suffering from a serious illness that means they can be treated as
incapable of work without having to satisfy the assessment. The letter is sent to the GP to
find out more about the customer's condition.

As far as I am aware this document is not used in regard to PIP.
