First you need to show that the address was changed in error and then you can make a complaint to the Information Commissioner.

No as there are no mandatory activities that they can be asked to do, however, payments can be suspended if the claimant does not conform with certain requests, for example providing financial information, I realise that this may be seen as splitting hairs, but the two are actually quite different.
The situation is a lot less clear with certain requests for SG claimants to attend at their local JC+ office. See

Your appeal is in regard your claim being closed due to the DWP having the wrong address on file. It is not concerned with the group you are in. Now that you have notice that you were moved to the WRAG you can make a separate MR to have that Decision revised, although you will need to explain why it is late, which of course is because they were sending letters to the wrong address.
