Although you may meet the eligibility criteria for one or more premiums, you can only receive payment if your are receiving an Income Related benefit such as ESA(IR), JSA(IR), Income Support or Pension Credit.

As I said, you need to be receiving an Income Related benefit for a Premium to be paid.
Any Premiums you are eligible for should be taken into account when calculating the applicable amount for your Housing Benefit.

Housing Benefit does not work in the same way as the others, an "applicable amount" is calculated and the Premiums can increase this, if you earn less than the applicable amount then you get full HB, if you earn more then your HB is reduced in line with this.
If you are already receiving full HB then the Premiums will not increase the amount of money you are eligible to receive.
