If you met the deadline for submitting an MR then the DWP are obliged to carry one out.
You cannot make an appeal if you do not have an MR Notice.
You need to contact the DWP to find out what happened with the MR, if they have not carried one out then they must explain their reasons for not doing so.

Im running out of money to contact dwp since they stopped my money

I appreciate that, but it is the only way you can find out what is happening and why.
Is there a CAB local to you? They might phone DWP for you. We really can't offer any advice until we know why DWP refused to carry out the MR.
The other thing you can do is get your MP involved. They cannot interfere with the legal process but they might be able to get DWP to answer your questions.
