I was awarded PIP standard Care and enhanced Mobility 3 months ago, The F2F Assessor conducted the UPPER LIMB examination whilst I was reclined on the examination couch, in the assessors report she used the results of the upper limb examination to determine, I could prepare a meal by using an aid ?.
I have since been made aware in the WCA Handbook 2016 that the LOWER LIMB examination should be conducted whilst laying on the couch and the UPPER LIMBS whilst client is sat or standing, do I have grounds to do a late Mandatory Reconsideration. I use crutches to stand and have severe pain when sitting.

I would be grateful for your opinion, Thank You.

MR's don't really work like that. If you feel that you meet the criteria for a higher Daily Living award then you should consider challenging the Decision, the test being carried out incorrectly does not in itself show this, you would need to explain why you cannot use suitable aids to help you prepare and cook a meal.
