Atos assessment (cannot attend)

The critical question is whether this is his first appointment or the second one.
If the first then you can cancel and a new appointment will be arranged, this may give you time to source the GP report.
If this is a second appointment then failing to attend will result in his file being returned to the DWP and he will be asked to explain his reasons for not attending, if these are not accepted and they usually aren't, then his claim will be closed although there will be a right of appeal.
I am afraid you really need the GP letter as it is highly unlikely that a home assessment will be granted without it, even then it may still not be granted so you and your brother need to consider your options should this happen.

That's one way of looking at it, I prefer to think that it keeps his claim alive until a home assessment can be agreed.
