You are correct in that there is no time limit on how long The DWP should take to carry out an MR>

On average, generally 4-8 weeks.

However, they are to carry an MR out in "a reasonable time period"

It is not common place to lose existing points at an MR request, it is possible though and is dependent on the strength of each individual's points qualification.
