New PIP anxiety rules, can I claim PIP beforehand

I am currently on DLA, due to be transferred to PIP in the next couple of months.
But given the new rules regarding planning routes/anxiety I would like to change to PIP before they come into affect on 16 March. Can I just apply for PIP without waiting to be invited to changed from DLA? Would my DLA still be paid until my PIP claim is agreed the same as if I waited until invited to apply for PIP?

You can self-select by contacting the PIP Claim line, but I would think very carefully before doing so, especially if it is because of the change to the Descriptors. Although your starting a claim before the change should mean that the Decision is based on the current definitions, you need to be aware that the DWP have issued no new guidance to Decision Makers (as of last Friday) in regard to the UTT Decision, so I would not expect this to be taken into account when they make a Decision on your claim, this is likely to be an issue that is only resolved at appeal,
The UTT Decision only opens the door for claimants to meet the Following a Route Descriptors, it is still very much down to the claimant to show that they do.
Lastly PIP was engineered to be a more difficult benefit to award than DLA, a significant number of DLA claimants have received reduced awards and many, no award at all.
At the very least you need to study the PIP Claim guide to make sure that you have a reasonable chance of receiving the same award as you currently have.

Gordon what is your take on this?
My PIP claim is up in Sep 2017, have not been sent any paperwork, shall I wait or pre empt DWP

Providing you are still receiving your PIP it is not a problem.
Reassessments typically take about 16 weeks so if you have not heard anything by May then I would chase them,
