How often can you reapply for PIP, is there any rules about that?

There is no waiting time to make a new claim for PIP following a failure to award.

How much harder is claiming PIP compared to ESA?

Is there a copy of the latest PIP1 form online anywhere or archives of the different revisions?
The latest one has differences to the November 2015 I found online.
Has it been revised many times?

I wouldn't say that it is any easier. It looks at different things to ESA although there are some areas of crossover.

The changes are cosmetic there has been no significant changes to the questions you will be asked since PIP was introduced in 2013.
Be aware that the normal method of claiming is via a phone call to the PIP Claim line and not be completing a PIP1 form in writing.
