Yes, I think you are on the right lines to explain the exhaustion caused by low oxygen levels and the increased exertion involved in self-propelling a wheelchair.

I got a return call from a very nice guy at the DWP today. He sounded apologetic, saying that even the staff in his office were frustrated with the flaws in the process. He said that my husband's case is with the health pro at the moment and asked me to call back in two weeks if we didn't hear anything by then. He agreed that duplication of the process already gone through when claiming PIP is a waste of time and money and expressed the hope that my husband would not be called for a medical. So all good so far.
Still doesn't help with the immediate problem of topping up our fuel meters. I managed to get enough for next few days by calling in loans but only after we sat shivering all morning after an unexpected snowfall, grrrr. Is there a hardship fund I can apply to because I hate begging from family and friends?

Try putting your information in to one of the online benefit calculators.

Something else I didn't know which might help some of our members here! When I was worrying about paying for fuel last week, I discovered that British Gas has a charitable trust which gives financial help to people, and not only for fuel poverty. You don't even have to be a customer of theirs:

Also found The National Benevolence Society, which gives grants and regular allowances:

I think that being a Carer entitles you to a discount of your Council Tax but I don't believe it exempts you.
It should be back dateable.
