Hi, this in my eyes is probably a good thing?!

because one person answering the phones would cost about £16,0000 get lots of people working togther and they need a building heating rates managers for teams ect ect

4,000,000 divide the number of claims works out at about £15 a claim IMO compared with many payments is not bad

If anyone heard me on phone quaking to a benefit office I am sure they would haul me in. trembling voice assumes guilt to them, not the fact you feel judged when calling them
I recall similar on insurance claims, which are ongoing?

Dave I take your point,

but I suppose I can't understand why it isn't easier to just give out the money to those that are entitled to it bearing in mind all the information they hold on us; tax; voting register; other benefits; death, birth and marriage records etc etc.

Because this is the winter fuel allowance not cold weather payments, so not everyone entitled to it is in the benefits system. Birth, death and marriage records aren't linked in with benefits records. I think that the links between tax records and benefits records are convoluted, but I may be wrong. The voting register is based on self-declaration, and therefore not much use as proof of anything.

In theory, pension records would be sufficient, but not everyone entitled to the winter fuel allowance is claiming a pension.

I daresay it wouldn't be impossible to link up information from different sources such as pensions and pension credits to find most people entitled to the allowance, but people still slip through the net.
