"using" a wheelchair

"using" a wheelchair was created by winterchild
The person I care for uses a wheelchair when we go outside the house (and slowly uses a walking frame indoors).

But when I say "uses", I mean I push her around in a small-rear-wheel type chair - not the large-wheel sort that users can propel themselves using their arms.

Would a person in this position be classed as someone able to "use" a wheelchair as meant by ATOS/DWP?

No we're talking about a standard wheelchair that the occupant is able to propel by themselves.
