As far as I am aware it is not in the legislation but is a DWP procedure.

I have read the regs. again and says. i think, in legaleeze that if the DM/HCP thinks a person does not have LCW they need an Assessment F2F. at least that is how I beleive it works in practice. Unless from the evidence it is obviously a case of LCW or LCwra.
being a bit of a cynic I assume that an F2f gets maximus a bigger fee

I think it unlikely as there is nothing that I remember in the legislation that distinguishes between a face to face and paper assessment it merely refers to a "medical examination".
