No, CB ESA is non-means tested and IB ESA is means tested.

Oh dear I am getting confused now. :(

So when I get moved over to ESA that will be means tested then?

It all depends whether you are transferred onto Contribution Based ESA or Income Based ESA. To repeat, if you are moved onto Contribution Based ESA then your ESA will NOT be means tested. If you are moved onto Income Based ESA then your ESA WILL be means tested.

Summary

Contribution Based ESA.....Non-Means Tested.

Income Based ESA......Means Tested.

Thanks for that, so the next question is how do I know which version I'll be put onto?

I had enough NI contributions to get IB when I signed on 4 years ago and so when I/If get transferred does that mean I'll be moved onto a non means tested contribution based ESA too?

Sorry If I sound a bit dim, but like many others I'm finding this all so confusing?

Hi,

If you currently receive Incapacity Benefit (which is Contributory based only) it will say on your current award letter 'Incapacity Benefit'.

If you currently receive Income Support (which is means tested or 'Income Related' in new speak) again it should say on your award letter.

It is possible to receive both depending on circumstances (ie Incapacity Benefit topped up with Income Support) again it will say so on your current award letter, but the Incapacity Benefit remains Contributory and the Income Support element remains Income Related.

As it currently stands, if you currently receive Incapacity Benefit, as and when migration occurs you will transfer to Contributory ESA.

If you currently receive Income Support you would transfer to Income Related ESA (providing you continue to pass the 'means test' etc).

If you currently receive both, ie Incapacity Benefit topped up with Income Support, it may be possible to receive Contributory ESA with an Income Related ESA top up element (dependent on your own personal circumstances at the time of migration and onwards).

Obviously as ones own personal circumstances could change before migration, as also could 'means tested' personal allowances and premiums, then the above is only a rough guide as to how the system should work.
