In a recent newsletter (which I can't find) there was something about the risk area, and how if people were at risk of harm, some of the time it was the same as being at risk most of the time, something like that not sure. I think it was for PIP, not ESA. Is this correct and would it apply for ESA, as well?Thanks.

The principle applies to ESA but the Decision in question is specific to PIP.

ESA has specific Regulations that deal with risk and specifically the risk of harm, PIP does not have these.

Have a look at the ESA Claim guides for more information.
