I was wondering what this meant as I'm not sure that I understand it correctly

'For reasons other than psychological distress, cannot follow the route of a familiar journey without another person'

Would this apply to an adult who has a severe learning disability and so always has to go out with someone to support them. Confused re the 'intellectual or cognitive impairment' part

Your understanding is correct, the reference to "psychological distress" is in regard to claimants with mental health issues such as Agoraphobia or Social Anxiety.

Be aware that this activity is about following or navigating the route so the reasons why it cannot be completed must be related to this.

So a person who has a severe learning disability who due to their learning problem would not be able to e.g plan a route to a local shop and then go there alone without getting lost or being unsafe crossing roads etc is acceptable answer?

I have just realised that to Going Out, F, cannot follow the route of a familiar journey without
another person, an assistance dog or an orientation aid.

Does this involve planning a journey or just doing it?
