I'm afraid it's impossible to say whether a face to face will be required, the decision will be primarily dependant on the information supplied in and with your ESA50, if they have sufficient information then they should do it on paper, if not then they will need to see you.

Although there have been no changes to the ESA Descriptors since early 2013, the DWP guidance issued to assessors have been updated so you need to use the latest guides.
