You are certainly being harressed! Doesn't make sense. They have already decided CBT is no good for you and now they want to go to your home! I could not have them in, but if you can allow it then they may as well and then they could say that you tried the CBT.
You do not have to have a care worker. I have only kept in with them for benefit support. They don't help really, especially if you have friends to talk to. Friends understand more. It looks better for benefit if you have a support worker. I just keep one for phone support. No therapy works for me.
If you want to go private then I expect that whoever works with you will be able to write a letter of support for you instead of CMHT. That might be worth more, because it would mean to them, that you are genuine if you are willing to pay for help.
I really don't think they can section you. He is a bully as most of mental health workers seem to be. imo.
