I'm afraid there is no real average, areas around cities are probably about 2-3 months but smaller towns and rural areas can be a lot longer, we know that waiting times in the SW are particularly bad, as long as 10 months or even longer.
You can contact the TS and they should be able to give an idea of waiting times for your area.

Merlin, a friend of mine in Cornwall requested a tribunal in Feb 2017 and has just got a date 11 Jul 17. Fiver month wait.merlin wrote: could you let me know the adverage waiting time for a tribunal hearing
