The Tribunal panel can only consider your conditions and limitations as they were at the time of the Decision being appealed, this doesn't mean that you cannot introduce new testimony and evidence but it must be clear that your are referring to that date, especially for any new evidence.

The aim of your appeal is to show that you meet the PIP Descriptors sufficiently to receive the award you are aiming for, so your submission needs to be aimed at showing this, you may have provided sufficient information in your PIP2 and the documents attached, in which case your submission might be more of an index, make sure you use the TS numbering if you refer to pages.

Or it could be an opportunity to better explain things or to deal with issues raised in the assessment report of the Decision.

Or a combination or both as you need it to be.

Your papers need to be with the TS no later than seven days before your hearing.

What does TS mean and what relationship to the index of page number I really don't understand this. Sorry.

TS - Tribunal Service

Because the evidence that the appeal panel will be looking at comes from different sources and each may contain it's own numbering, the TS add their own numbering to each page of evidence, there will be a hand written number in the top left.

If you make a reference to any of the evidence in you submission then use the TS reference number rather than any printed number on the page.

received case notes from DWP and it has confused my example in the decision letter it says that using a sat nav is not classed as an aid yet in the
The Social Security (Personal Independence Payment) Regulations 2013
is says......aid or appliance”-
(a)

means any device which improves, provides or replaces C’s impaired physical or mental function;

am I missing something there are a lot of other instances where I was told one thing (the decision letters) but when I look it up the way that I understand it is very very different am I understandint things wrong?

Whether something is considered an aid or not will depend on the "device" and how it is used.

Off the shelf satellite navigation systems are nor considered an aid as there is no adaption of the device for the disabled person. I think that there is also an issue in that it removes the need for the claimant to navigate rather than aiding them in doing so.
