Due to my mental health conditions i am unable to use the phone to call them and do not have anyone to help me. Can i email or write to them instead to start claim?

Is there really no one who can act on your behalf, it's no more than a 1/2 hour call and it will save you a lot of stress if there is someone who can call for you?
If there is no one who can make the call then you are entitled as a reasonable adjustment under the Equality Act to receive a paper version of the form to complete, however, I have to warn you that every member who has gone down this route has problems obtaining a copy of the form.
You will need to manage the process very carefully to avoid it impacting on your current benefits.
I'm afraid the DWP will not communicate by email so you need to write to

and request a paper copy of the PIP1 form be sent to your address.
Your PIP claim is not started until the DWP have a completed copy of your PIP1 form and have created a computer record for your claim so you need to keep an eye on the time as you will have been told in your letter that your claim must be started by a particular date. If you miss this then your DLA payments will be suspended and you will be given a further 28 days to return the form. After this your DLA claim will be closed.
If you have any problems with the DWP issuing the form then my advise is for you to involve your MP immediately, you don't have time to put up with the DWP playing games.
Contacting your MP
As soon as you have the form complete it and send it back to the DWP, I strongly recommend a tracked post so that you have proof of delivery. The PIP Claim guide has a list of the questions on the form so you can prepare for when you receive the form.

However, I have recently been diagnosed with ASD specifically Aspergers syndrome. This leads to difficulty interacting with others and a feeling of being overwhelmed by my surroundings in unfamiliar places. Could this argument gain me points for the going out/journeys descriptor?

I'm afraid claimants with autism is one of the groups that the DWP expect to be negatively impacted on by the change so you may struggle to score.
On the assumption you can go out in the first place then the two Going Out Descriptors; (d) and (f) are about being able to navigate a route, if you can show that you would have problems with this and those problems are not due to psychological distress, then you could still score.
However, you have nothing to lose by presenting arguments for both scenarios and see what happens.

This is the first time that I have heard of this, it is not my eexperience! I still do not recommend your requesting a paper copy if there is any way that the claim can be started over the phone.
