PIP - DWP and Capita Applicant Mistreatment

On the 21 May 2017, the DWP stated in a letter to my son that they had not received his PIP evidence but DWP did not respond to our letter dated 26 May 2017 which asked them you to confirm what specifically was not received as we had sent a psych report, medication lists, doctors letters...

On the 5 June 2017, my son received notice of an appointment with Capita. On the 8 June 2017, I wrote to Capita to ask that the application is processed on paper or for a home visit due to me not being available to accompany him and due to his medical conditions. Further emails I sent were not responded to by Capita and on the 15 June 2017 after both he and I sent emails Capita called and left a message for my son to call them (despite us asking form commutation to be in writing).

When speaking with them, they advised my son in relation to having a home assessment or paper assessment to issue evidence stated they were unable to able to open the evidence on their system that my son provided in relation to his medical issues. Given Capita could not access my sons evidence and the DWP letter dated 21 May 2017 stated they had not received his PIP Application evidence we were unsure as to whether they actually possessed his evidence, given his medical conditions, medications and report we are unable to understand why a home visit would not be given, or how a paper decision was not possible from the evidence provided.

I wrote to the DWP on the 15 June 2017 and provided all the evidence again together with formal request for a paper decision or home visit.

On the 20 June 2017, the appointment was cancelled by Capita who said that the DWP take around ten days to review letters of the 15 June 2017 though on the 23 June 2017, My son received a letter from Capita dated 21 June 2017 issuing notice of a face to face appointment this time on another day I am not available to accompany him and at a time which is totally unsuitable (8.10 am), it was in a different city, his medications make him very dazed if he gets up early and he would have had to get up at around 6am (a few hours after he gets to sleep).

On the 23 June 2017, I wrote on behalf of my son to DWP and Capita containing further supporting documentation and to raise formal complaint as to the rescheduled appointment but as with previous communication, we again received no response.

On the 12 July 2017, I wrote to the DWP noting our disappointed at the DWP ignoring our correspondence and the actions of Capita in this process. We asked that they provide a written response to this letter within 7 days of receipt to which should contain the outcome of my complaint raised on the 23 June 2017 however no response was received.

Formal requests for reasonable adjustment concerning my son’s assessment have been ignored by both the DWP and Capita who have not engaged in dialogue as to a paper decision, the second appointment or the complaint issued last month.

I am not sure what else to do and I am really disturbed that the DWP and Capita could be treating people who do not have support like this, any advice would be helpful.

Paper Based reviews are quite rare and almost entirely dependant on the information supplied in the PIP2 and the evidence attached.

You are very unlikely to get a home assessment without a letter from your son's GP explaining why he cannot attend at Capita's offices. Was this included in the evidence you supplied.

You need to be very cautious about your son not attending, claimants are allowed to rearrange their appointment once, after this they must attend any new appointment, whenever or wherever it is or he risk his claim being closed by the DWP.

You can try involving his MP, but if there is no GP letter then there will be little they can do.

We received a letter from DWP this morning apologising for Capita and the referral mistakes. They have referred it back to them and informed them that they should preferably conduct an assessment via home visit if it cannot be done on paper :) - I will write to Mr Rhodes the Director General (who they mentioned in the letter should I wish to take the matter further) as for Capita to have listed an appointment at 8.10am in a different city when they were aware of my sons medical conditions was appalling, and I do not want this to happen to other people.
