I had 11 points at assessment and got the standard daily care awarded for several years. I was concerned though that I should have had 4 points for needing social support but was awarded 2 for prompting, should have had 2 points for help to ensure I do daily physio exercises several times a day but they gace me just 1 point for the excema treatment. I reckon also that 2 points for prompting to cook should have been 4 for need for supervision ( wandering off and forgetting) and also OCD routines mean I take twice as long to do the meal.

In the MR decision they have not addressed these specific underscore arguments at all

If I were to appeal is a paper hearing a dangerous option ? At a real hearing do they act as if they have a clean slate unimpeded by ones own medical supporting evidence and the assessors repoprt or do tyey focus more on the issues in dispute . It feels a bit scary the idea of risking the award although I did get through the MR and maintained the same points

There's no difference in a Tribunal panel's approach t dealing with a Paper hearing and an Oral one with the obvious exception that they cannot clarify any of the information before them with the claimant.

Statistically Paper hearing are less successful than Oral ones, but you cannot really apply these statistics to an individuals claim, it all depends on the merits of your case. It's not the "clean slate" you assume at an Oral hearing, they cannot ignore the evidence that has been submitted by you and the DWP but the panel will be far more balanced in how they view it than the DWP DM was made when they made the original Decision.
