Hi Sweetheart,

A Paper Based Review can only be done if the assessor believes they have enough information to make a recommendation to DWP without seeing the claimant.

A letter from the claimant's medics stating that a face2face assessment would be harmful certainly carries some weight - but only if the above condition Is also met.

Hi Everyone

Well yesterday we received an appointment for a home assesment for PIP for my hubby, (less than 4 weeks since we returned the completed form) as i previously said our GP's surgery do not do letters now but i had included a historic letter re hubby's sustained mental illness, quite a detailed letter regarding his MH conditions, how it affects his life that he becomes agitated, angry, paranoid, suffers with panic attacks, etc etc when he is confronted with any government/official correspondence, that he is withdrawn, barely leaves the house and so it went on, so i know being offered a home assesment was accepting he has mental health issues, also as i previously mentioned he now has severe osteoarthritis in both hip's and right knee which seriously compromises his mobility, however the hip replacement op last week had to be cancelled as he developed a severe chest infection, is on a lot of meds and is being referred to a respiratory consultant as GP thinks he may have underlying COPD or Adult Asthma as this is twice in 5 months he has developed a bad infection, so until that is sorted hip and knee op's on hold as too dangerous! back to the home assesment, i plucked up the courage and told my hubby about it, and he completely lost it! agitated, angry, extremely distressed and it brought on a panic attack, what a morning, so i gave him prescribed meds to calm him, and got his file out, to re look at everything i had sent them, re reading it I decided to ring the Independant Assesment people and explain, the lady was lovely i explained his medical history and said i could not understand why they wanted to do a f2f and i was requesting a paper based assesment, the reasons were for my husband's mental well being etc, and i read her the detailed doctor's letter and more and explained what had happened that morning after receiving the appointment, and I did say that the DWP had been put on notice of how he was mentally as i had included the letter with the PIP form, and how agitated,angry and distressed he had become, she said are you saying he would be violent towards the assesor, i said that was not the word i used, but i did feel i had a duty of care towards the assesor, so after about 40 minutes on the phone going through everything both his physical and mental problems, she said she was requesting a paper based review, but did not know if it would be accepted, she took my number and said if necessary could a HCP ring me, yes no problem, she said if they would not acccept doing a paper based assesment we would receive another appointment for a home assesment, but i was to call back today and see what response they had from the HCP, as a family we totally protect my hubby because of his MH issues, to avoid situations like this, i did get very upset yesterday talking to the lady, reading her the medical reports re hubby, and she was nice to me. it has been an awful 24 hours for both of us and i don't know if they will take on board everything i told them yesterday, i will keep you posted

Be aware, by introducing a risk to the assessor you may find that a home assessment will no longer be offered if they do not go with a PBR.

Hi

Thanks Gordon, i spoke to them again this morning and they said they were contacting our GP and hubby's orthopedic consultant, so i rang both parties and gave them the heads up, consultant's secretary said oh yes we are used to getting them don't worry, dr's pratice manager said she would inform the doctor so i think it is wait and see, thanks for the info re the risk's, it is a difficult call as i need to reduce stress my hubby is experiencing, difficult 24 hours, can i bother you again, hubby has had lots of aids delivered via OT dept after assesment, perching stool for bathroom and kitchen, raised toilet seat's and frames, cushion for sofa, long handled shoe horn for slippers/shoes, grabber to help put on sock's etc, as his mobility etc not good, should i ring PIP and advise as i did say on the original form we were waiting for input from OT, or will this go against claim?

Hi Everyone

Just an update, after my last post we received a letter for a f2f at an assesment centre!! as Gordon said i think it was because i said my husband can become agitated, so i rang them and asked why firstly a home assesment, then my phone call and then an appointment at an assesment centre, and i wanted to know why a PBR could not be done, despite all of the doctors evidence i had sent, they said a PBR had been denied, so i said i wanted it escallated to a manager, i was asked to call back in a couple of days, later that day a HCP manager rang me (out of the blue) and asked if she could speak to my hubby, i said no he doesn't take/make calls and could i help, she was very pleasant and i went through the whole scenario to date, she advised she was going to do a PBR and needed to clarify a few things (regarding hubby's illnesses/mental condition) i answered all of her questions, honestly and explained about his infection causing his hip replacement to be cancelled, and his sutained mental illness, she said she would call me back, she did the next day and said she had completed the PBR and was sending it to the DWP that night, a few days later i rang and asked for a copy of the assesment which i have just received and wonder if you can help please, it is a PA3 and i have followed your points system but wonder if you can clarify what i believe she has suggested he is awarded. (There is a dot next to the descriptor) i am only detailing the questions that i believe he has been awarded points for after checking your points chart

Daily Living Activities
Q1. E - Needs supervision or assistance to either prepare or cook a simple meal - 2 points
Q4. E - Needs assistance to be able to get in or out of a bath or shower - 3 points
Q5. B - Needs to use an aid of applicance to be able to manage toilet needs or incontinence - 2 points
Q6. D - Needs assistance to be able to dress or undress their upper body - 2 points
Q9. B - Needs prompting to be able to engage with other people - 2 points
Q10 B- Needs prompting or assistance to be able to make complex budgeting decisions - 2 points

Total 15 points

Mobility
Q11 B - Needs prompting to be able to undertake any journey to avoid overwhelming psychological distress to the claimant - 4 points
Q12 E - Can stand and then move more that 1 metre but no more tha 20 meters, either aided or unaided - 12 points

Total 16 points

at the back of the form it says it would be appropriate to review the claim in 2 years?? by the points do you think it means she has recommended he is awarded pip enhanced care and mobility or have i got it totally wrong (brain is a bit numb with it all)

he is currently on DLA low mobility and Middle care and is 67 years old, DWP say no decision has been made yet??
Stressful couple of weeks and sorry for the long post but would appreciate your expert knowledge.

He needs 12 points for the Enhanced rate, so the recommendation is for this on both components.

I'm afraid you will have to wait for the Decision to see what the actual award is. although I would not expect it to be different.

PIP Decisions are currently taking 2-4 weeks.
