If I understand this question correctly, this term does not really exist anymore, but you can be assessed by your Local Authority to see if you have any care needs, speak to your GP they can refer you or you can do it yourself, but the GP doing it would be better. You need to contact Occupational Health, there should be a link on your LA's website.

If you don't automatically qualify for a Blue Badge then you can apply directly to your Local Authority. See
