My husband rang the dwp today to tell them he wanted a MR. He was told he has 4 weeks from today to get his relative paperwork sent in and not 4 weeks from the date of the decision letter. is this correct.?

Yes the DWP usually allow claimants four weeks from the date the MR is requested, to send additional evidence and testimony in support of the MR.
Be aware that the time is for the DM to receive the information, so you need to allow for postage and for any letter to make its way through the DWP internal mail, so the sooner the better.
