i also have deviated septum so i strugge to breath and i have panic attacks

Your appeal cannot consider any changes in your conditions, the panel can only look at how you were when the Decision being appealed was made.

There is an automatic entitlement for a blue badge if you scored at least 8 points in the 'moving around' question of the mobility section. There is no automatic entitlement for anyone who has only the care element of PIP.
You can apply to your local council and they would probably want to assess your mobility themselves.
