Carers underlying entitlement was created by kyberpast
Two people 84, one with dementia and on Attendance Allowance, have asked me to find out if they can claim underlying carers' entitlement and get paid, on the grounds that they look after each other. What I found on-line was that payment of UCE is means tested, and that only one could get it (even then doubtful as he has company pension and state pension, she has some state pension (although always worked, maybe opted out?) What should I tell them? I know them from a friendship group that I help with.

Cares Allowance is classed as an overlapping benefit with the State Pension, so even though they can potentially claim CA neither person will actually be paid it, unless they are also receiving Pension Credit where a Carers Addition can be paid as part of the PC.
If they are in receipt of PC then the person not receiving the AA can make a CA claim against the person who is providing they are able to provide the minimum of 35 hours of care a week needed for a claim.

Many thanks for your rapid and clear response. I will tell them, and I had said to Mrs that I didn't think she could get any actual cash.
