If you were found Fit for Work on your last claim then I'm afraid you can only make a new claim for ESA is you can show that your original conditions have deteriorated or you have a new condition, which would reasonably result in an award of ESA.

Even if your claim is accepted you may not receive payment until a Decision to award is made.

I WAS ON IT FOR ATHIRITIS ,OSTEATHRITIS,GOUT,
I CAN ONLY USE ONE HAND AS I WAS ATACKED AND STABBED ,IM LOST BECAUSE I CANT SIGN ON MY RENT IS PILING UP MY DAUGHTER HAS BEEN LOOKING AFTER ME FOR YEARS, SHE APPLIED FOR CARERS THEY TOLD HER IT WOULD BE BACKDATTED AND SHE COULD GET A TOP UP WITH INCOME SUPPORT NOW THEY ARESAYING SHES ONLY DUE CARERS FROM THIS WEEK

Please don't post in capitals as it causes problems for members who use screen reading software.

Based on your post the CA should be back dateable, what have the DWP said other than "no".

4 weeks ago they contacted her to say she was intiteled to carers and she was owed backdated they also told her an amount, a couple of days later they contacted her to let her no that there was money that would need to be deducted as she was claiming for herself and my 11 year old grandson, she hasnt claimed any income from august when i receved my pip conformation and she applied for carers today they told her she should have been claiming and has lost out on £45 a week not to be backdated as it was her own fault for not claiming

A CA can be back dated by up to three months, providing she said on the claim form that she wanted it to start from the same days as your PIP was awarded, although the person may not be eligible for payment during this time if they were receiving other benefits.

All I can suggest is that she gets back in touch with the DWP for more detailed explanation as I am afraid I can't work out the DWP's argument from what you have posted.
