Husband had his assessment at the beginning of October and requested his assessment report shortly after. He was originally on 0 care and high rate mobility indefinitely. Assessment appears to give 4 points for mobility (so car will need to be returned) and 8 for care.

Probably not going to appeal, as overall financially it evens itself out, but find it a bit strange how somebody can go from high rate mobility for 10 years to nothing when his condition and symptoms have worsened and he has a few more problems in between. A few discrepancies on the form, such as they said he refused to be examined, when in fact he said he was happy to be examined but the assessor said he wouldn't examine him as he could see he was in pain. Also report says he refused to have a peak flow as he had one at his consultant and it was average for his age; in fact he wasn't offered one and although he DID have one at the GP surgery, it reported a breathing level expected in an 80 year old (he is 54!!). Mentions on the budgeting section that he went to mainstream school (he did) and that he passed his Maths exam (he didn't as he didn't even take it!!). Report says he uses the internet for banking, however, he would have no idea how to even turn a computer on in real life, much less do his banking!!

Anyway, going back to the mobility issue, what happens with the car now? Does it need to be returned immediately? This is the 2nd mobility car he has had, he got this around 18 months ago so what are the rules on any reimbursement (he made an upfront payment of, I think £1500 or so.

Also, as he has never had payment for care before and this looks like it will be awarded, will this element be backdated? If so, to when? He originally got the "your DLA is changing" letter in around June of this year, by the time he had phoned them and got the claim form sent it was probably mid August. Form had to be returned by 16th September, which it was. Then his F2F was 3rd October - is there any backdated element due?

The criteria for PIP Mobility is a lot stricter than that for DLA so this may account for the reduced award.

I'm afraid, as there was a DLA award in payment then there is no backdating of the PIP award.

Please re visit the points scoring system, the descriptors and the criteria for an award before you decide not to ask for an MR. The length of award should also be taken into account.
If you accept this award and the loss of the car then your next opportunity to regain any mobility component will be at the next reveiw unless you can show a new or worstened condition.
Do you currently have a Blue Badge ?
Loss of mobility component could affect this
