I am supporting a lady with a MR of a PIP application. She was awarded 0 points in 8. Reading and understanding.... Technically this has to be correct since she can read a few words, so does not qualify for 8 points. No amount of prompting or use of appliances will overcome her inability to read anything other than simple words, so she does not qualify for 2 or 4 points. However her reading ability is so poor that she cannot read or understand basic information.

This must be a common scenario, have there been any test cases etc which I can use?

Gordon, thank you for that link. Whilst being helpful background information it does not get me it of my hole where the lady cannot read, but non of the descriptors apply to her.

I am also wondering how one is supposed to demonstrate a learning difficulty, other than showing that she can only read very simple words and and cannot understand basic arithmetic. That of course is a vicious circle. Surely we cannot be expected to get a formal educational physchological assessment.

(The assessor also determined that she was capable of making complex budgeting decision, although admitting in her report that the lady could not do sums and could not understand bills. That one I am trusting will be simpler since I have faith that at some point in this process common sense must apply.)

I'm afraid, if the person has learning difficulties sufficient to meet the criteria for points then I think that there will be an expectation that this will be reflected in how they did at school.

If that is the case Gordon, things are looking a little more encouraging. She left school with zero qualifications, and at least pre-high school she did not attend main stream school. Thank you - I will add that to the information we are submitting.
