PIP appeals was created by DRAGON2009
The Courts and Tribunal Service have given me the impression that paper appeals aree dealt with by a judge alone at point of allocation for disposal . 'We send your appeal papers straight to the Judge' they told me

Is this correct ? because if so I would prefer to extricate from the paper option if its not too late and go for a hearing with medical/disability member input

No this is not correct, even though you may not attend, the law requires that it be constituted in the same way as an Oral hearing.

What they may be referring to is a Judge looking at your appeal to see whether the TS are willing to do a Paper appeal or not, sometimes they will contact the claimant to say that they recommend an Oral hearing.
