My sister has been invited to claim Pip, she currently receives Dla. She was brain damaged at birth which left her severely disabled. She is wheelchair bound, can`t speak, and is partially sited. I am her appointee and find myself at a loss how to complete the forms for her claim. Her doctor says she is not willing to provide my sister with medical evidence in support even though she has known my sister for decades. On meeting my sister it is obvious that she has profound disabilities. Are paper based decisions a possibility? I would appreciate any advice from members who may have been in a similar position. Many thanks.
