I don't see how I can do a better job than the guide in explaining how the Substantial Risk Regulations work, perhaps if you could explain what you are struggling to understand?

You can meet the criteria for Regulation 35 through a physical problem as well as mental health ones but I would expect it to be more difficult given the range of Work Related Activities that a claimant is expected to do.
