I’ve just noticed that a letter from my GF consultant psychiatrist is marked ‘Private and Confidential,’ and addressed to ‘whome it may concern.’ Am I correct in assuming these letters are not passed onto, in this case, Capita.
The letter was sent to the GF. A copy of the letter was included when the PIP Form was posted back
The letter is important, what can I do to ensure Capita see it? I don’t think the consultant will issue a similar letter without the P&C bit in. What can she do?

Whilst the form and attachments are returned to the DWP, they only scan the documents, I would not expect the contents to be checked beyond confirmation that the form has been complete, I certainly would not expect anything to be removed.
If there is a problem then it would be when Capita return your girlfriends file to the DWP as it is at this point that the letter might be removed due to the confidential heading, although the fact that it is addressed to "whom it may concern" should negate this.
My best advice is for your GF to pen a letter giving explicit authority for the letter to be sent/copied to all parties involved with the assessment of her claim, you can either send this to Capita once you have an address or hand it to the assessor at any face to face that is booked.

Kevin, Gordon. I can add to this topic as when I sent PIP and mine to Capita they had the same as Kevin's stating the same words, all I can tell you is Capita listed them on the PA3 assesment report as for the CM seeing then I don't know?
I know when my ESA is due I will be getting these words removed from my letters and just have them state To Whome It May Concern I'm not gonna take any chances regarding Private or Confidential wording on my letters.
