I asked for a mandatory review after lies from a face to face atos assessment halted my money took 3 week for a copy of the report asked for an extended time to sort it. They have me it but did report anyway. Now I am over the time for a tribunal and they won't help

Providing it is no more than 13 months since the Decision then you can still appeal, you will just have to explain why the request is Late.
The PIP Appeal guide has links to the SSCS1 form that you will need to complete and the Submissions guide has a complete example that you can use to help you fill it in, you do not need to provide detailed reasons at this stage for your request.
Once your appeal is accepted the DWP will prepare their submission to the hearing and send you a copy, whilst you should wait until you receive this to finish and submit your own, you should start to prepare your own case, an increased award will only be made by your showing that you score the extra points for one, so I would start by going back through your PIP2, the assessment report and the PIP Claim guide to see how you might show this is the case.

Hi again so do I need to print this form off or can I get a copy from somewhere I don't have a printer or can it be attached to an email or something I'm not computer savvy

You can make the request in a letter, head it "Request for Appeal" and you must make sure that you cover every section on the form or you risk the request being rejected.
Otherwise ring the Tribunal Service and ask then to send you a copy of the form.
