Pip “reconsideration”, what does this mean and

So far this year I’m supposed to have had two pip assessments at home. The first capita didn’t attend and when my friend rang she was told to ring back in 24 hours however they rang a couple of hours and left a message on my phone (I only answer to people I know) asking for me to ring them. My friend again rang to be told the assessor had left the company and the appointment had been cancelled so another would be made.

The second assessmemt the assessor is claiming to have attended but apparently I didn’t cooperate. No one knocked on my door from an hour before my appointment to an hour after. My friend was here with me the whole time. Capita had told us once they were an hour late to carry on about our day as normal and ring in 24 hours which was when we got the info about the assessor saying they had attended. The assessor apparently gave a description of the house which inclided the shape of the window in my door. It it is impossible to not hear a knock, even a soft knock, as my door opens onto my living room and I can generally even hear cars and car doors. There were a few cars pulled onto or off the street and a few car doors banged throughout the hour from my appointment time, each one making me more and more tense waiting for the knock that never came. Given the description could have been my door I suspect one of the cars that idled outside then drove off was indeed the assessor, who was late and decided to be in time for her next appointment istoppinf only long enough to get said description to log making it my (and my friends) word against theirs that they didn’t try to gain entry.

While on the phone to capita my friend filed a complaint with their customer relations department, about both failed attendances. Don’t expect anything to come from it but hey ho.

She was told to phone the dwp about my claim. The person who answered the phone there said all she could do was make notes about what my friend was saying as to why capita returned the claim as uncooperative and ask that a case manager would reconsider it. She was very specific using the word reconsider multiple times which made me assume they have a decline pip due to being uncooperative on my file and this would in fact be asking for a mandatory reconsiderion meaning my Dla which is due to end in March will be stopped and I’ll have to wait who knows how long going through the stress and hassle of appeals process.

Capita and dwp have now been asked to complete a paper based assessment instead but I’m not clear what this involves? I really don’t feel that I can go through the anxiety and stress of waiting for yet another appointment.

I’ve printed out the dwp subject access request form from their website.
What else should I now be doing?

I've lost count of the number of times we have heard of this scenario with Capita, one member reported that they had CCTV footage of the assessor pulling up in their car, looking at the house and then driving off.

I am unclear as to the status of your claim and whether it is still active or not.

You mention a Paper Bases Review has been reqested, by who?

My claim is still active in that the dwp have said to ring them at the end of next week to see if a case manager has made a decision about the reconsideration. Capita no longer have it though apparently if the dwp case manager decides to allow the reconsideration it will be returned to capita....or something. Nothing is very clear except that capita cancelled the first appointment without notifying me, didn’t show up for the second and then sent the claim back to dwp stating I was uncooperative.

My friend took annual leave days from work for both of these assessments, and was advised that we could request (or insist) that they now did a paper based assessment rather than just arrange another appointment they probably won’t show up for again. The lady who took the complaint my friend filed on the he phone with capita said she could ask for that. The the dwp lady said it was no longer anything to do with capita as it had been returned and she would make a note that this would now be preferred along with noting that i claim the assessor didn’t come and asking the case manager to do a reconsideration.

I have not yet received anything in writing regarding the lack of assessment or informing me the case is back with the dwp rather than capita. No texts either. Though it’s only been a few days.
