SMI Support for intrerest mortgage payments help

Hello everyone, i have had a letter from the dwp re the changes in April, however I have not had any booklet or information from them as promised. I presume that is another scam so that one would lose out on new smi payments loan as the don't guarantee that you will get the literature until the 8th April, the date that the new system start, no wonder why there has only been a 7% take up thus far as reported in Steve's latest newsletter. As virtually no one has been sent any literature on this by the dwp.

However setting that aside i need some help with this. Can you tell me that if I decide to pay the mortgage interest myself rather than taking out a loan with the government that will probably never be repaid what my options are. Firstly is this legal as i entered into an agreement with the dwp for help with smi and not a loan and this has now been withdrawn? Secondly if i could afford the mi on the loan at present can apply for a loan at any time in the future, for example if mi rates increase dramatically? Or will i have to reapply and then not be automatically be guaranteed that the government will pay smi?

there is virtually no information regarding this from the dwp which is of course exactly what they they want.
