You can ask for a pre-tenancy determination (yet another officious form to fill in).
My LA may be different from yours, however I also get PIP & now that Housing Benefit has been frozen it no longer covers all my rent. I do get full Council Tax relief in my area. You may be able to get a discretionary housing payment as you are disabled, but PIP is usually counted as income for this.
About as clear as mud! Can you bear to ask CAB for help? They may be able to phone someone more helpful in the Housing Benefit dept & explain that you are disabled & require some additional support to work out if you can afford to move.
