Would you still be considered a Falls risk if falls stopped as a result of having to severely limit movement to stay safe after falls in the past? Eg
Carers doing all essentials that require movement - personal care, plus food, meds, shopping cleaning bins and laundry
Carers supervising and reminding at all times when moving when they give me a shower
Severely limiting time spent and distances walked - to loo and kitchen for drinks and snacks only as and when able.
Lymphodema has been made much worse by a fall on my knees. On another occasion I fell in the shower.

Yes and no!
You don't mention the benefit but I am assuming PIP.
You need to explain why you are at risk of falling and then explain how this limits your ability to complete each of the PIP activities. If your problems vary from day to day then you need to explain this and if the use of an aid or help from someone else would enable you to complete the activity or not, then again why this is the case.
AS an example, is there any reason why you cannot use a perching stool in the kitchen while preparing food?

Thanks.
I’ve mentioned I struggle to sit up during my shower and need helping back to bed
to rest after. Also why I can only prepare snacks and drinks and then only as and when I’m able.
Do I need to talk of perching stools, etc?

Those assessing you will assume you can use an aid like a perching stool unless you explain why you can't
