A friend of mine suffers from agrophobia and she has been awarded the descriptor cannot make any journeys due to overwhelming distressing. We thought due to recent law that this would get her enhanced however it hasn't? Any update?

Based on the limited information in your post, this would be the correct award, if they can't go out then they can't be considered for the Descriptors that look at their ability to follow a route.
