This is my first time on here, I had been on Middle rate DLA for over 25yrs due to being profoundly deaf do not wear hearing aids, as they do not help and cause ear infections, over the last few years I have developed other illnesses mainly COPD and osteoarthritis, I recently had my f2f assessment with Capita, arranging this was fraught with problems I do not use BSL, I mainly lip read but have difficulty due to having cataracts therefore I asked Capita for communication support in the form of Speech to Text reporter, my first assessment they sent a BSL interpreter so the assessment had to be cancelled, complained to Capita and was awarded £50 compensation, then then arranged a further Home assessment, I telephoned them the week before to asked what communication support they had booked, and was told BSL!!!! again I complained anyway eventually the assessment took place with a Speech to Text reporter present, I was awarded Standard Care and Standard Mobility but they only awarded me 2 points for my deafness, and the DM stated in his notes that I communicated with the assessor wearing hearing aids!!! there was no mention of the Speech to Text Reporter, I telephoned DWP and explained this to them and they said straight away there is no mention of a Speech to Text Reporter in your notes therefore, I will put in a MR for you and as I was talking to her on my textphone a message came on my mobile from DWP saying they that I have asked for a MR and they are now looking at this, when I told the lady from DWP on my textphone about the text message, she was really surprised and said 'What they have just text you, that surprises me they are not usually that quick. my issue is that I should have been awarded at least 4 pts for communication support this would have given me the higher rate of care can you advise pls

There are two issues you need to deal with.

First you need make it clear that you cannot use hearing aids. The reasons why you can't read them are reasonable but if you can provide medical evidence to support your problems then this will help. Those who assessed you will be assuming that you can use a hearing aid and that is why they are not scoring your higher.

Secondly, you need to show the need for Communications Support, it may seem obvious to you but this is all about crossing the Ts and dotting Is.

Are you planning/able to provide extra evidence for the MR?

If you are then contact the DWP to tell them this. If not then all you can do is wait to see what happens with the MR.

Hi Gordon, I have been deaf for over 50yrs the last time I seen a audiologist was over 25yrs ago they did try me with hearing aids although they said they won't help me they will just highlight that I am deaf to other people, but I had constant ear infections so was told not to use them, this was all explained to the assessor at f2f, the assessor did say that she has never dealt with a Speech to Text reporter before and didn't know what they did, I also claimed for mobility going out because I can't hear traffic sounds and can't use public transport because I can't hear announcements I also take a member of my family with me, I can't use a Sat Nav because I can't hear the instructions so it means me looking at the screen which is not safe but the scored me 0 for that

Was this information included in you claim form? I am guessing that it may not have been documented in the assessor's report.

For the Mobility, you may have approached this in the wrong way, to score for following a route you need to explain the problems you would have doing this, so for example can you do it safely if yo can't hear traffic approaching. It's important you concentrate on the problems you would have with following or navigating the route to score the points.

Problems using a Sattelite Navigation system will not be considered as it is not classed as an aid for following a route.

I did document it all in the form, I also sent daily diaries of what my day consisted of, and when my husband took me to a department store and I went to use the toilet, when the fire alarm went off and I didn't hear it my husband had to find someone to go and get me, I have explained all this in a letter for my MR and also my MP has also sent a letter, he got involved when I had problems with Capita at the start of the process in the f2f the only question she asked if I could read a map and I said yes, she began the assessment by saying I will ask you a question and I just want a one sentence answer, don't give me too much detail!!
