It is entirely dependant on what happened when you were claiming Incapacity Benefit. The following explains the criteria

I today talked to CAB about this 2 April 18 letter and the wildly differing responses I have had from the Call Centres for DWP. The second man from somewhere in Scotland said that the reason the form was sent to me for the first time now after five years is that they need to keep track of increases in Occ Pension in case I got to a limiting amount? When I said that I was exempt from this, he said he knew this from my records but still claimed this was the reason? He then said that a note was on my file to say that I was unable as yet to provide the information from the first phone call I made? He went on to say just send the figure in when you know it? I despair as it feels like I am talking to someone in Mars. So confusing?
The CAB have advised to return the DWP's required reply with their letter. This states that according to the decison makers guide (Vol 8 Amendment 24 October 2017, 45465 re Pensions prior to conversion), 2.3 " the claimant was entitled to IB before 6/4/01", my pension payment is disregarded regardless of the amount. I have requested that if this is not the case, they write to me to explain why they need to know about my occupational pension increase and then I will be happy to give them this information.
As you earlier said other folk on the Forum have had this letter and have been told it was a computer error. I was hoping my second call would initiate this response.
Do you see any danger in sending such a reply? I am just so anxious and fearful round this sudden interest in my Occupational Pension.
