That my history of mental illness, of been sectioned on three separate occasions, on police having to break into my house on one occasion and physically restraining me on another occasion, on my house contents having to be destroyed on two separate occasions, on been evicted from my home while sectioned in hospital more than adequately satisfies the Upper Tribunals ruling that decision maker should look at whether there is a real possibility that harm might occur and also at how great the harm might be. The greater the potential harm, the less likely it needs to be that it would happen on any specific occasion. I believe I have shown that.

It was is not safe for me to use the hob because when in bipolar depression I cannot concentrate enough to complete the task and when in a manic state working with boiling water and naked flames becomes dangerous. When I can be conjoled in to cooking something someone has to be in the house with me who will give me a hand with the preparation and make sure I do not harm myself and to help me check when items like meat are done or to make sure they are not burned or, as happened in the past, when I’ve had a go at cooking myself to make sure the likes of water doesn’t boil away. When I have used the hob in the past I have sometimes left it burning and neglected to turn it off, this has occurred when in both a manic and depressed state
