Hi, I have asked for a MR as my son was given 0 points following his assessment. On the PA4 they have called the SALT report a 'specialist nurse letter' and omitted to list the GPs questionnaire. Is this significant and should I question this?

I would certainly mention it in your MR request but if scored zero points then it does suggest that there are problems with the information in the PIP2, so make sure that you go back through this, with our PIP Claim guide to make sure that you have explained his problems with meeting the criteria to score points.

Hi Gordon, thank you for your reply- the HCP failed to list a letter I sent from the paediatrician as well!
Under each descriptor she has written 'MSE normal. reported difficulty is not consistent with the condition history'. I don't understand why, for example on the PIP2 I wrote why he cannot prepare a meal, at the assessment we both explained why and she said ' well, won't your hands work at all, what do you eat then'! She said he did not need prompting but she had to repeat the questions and I had to interpret and prompt just as I had written on the form and backed up by the SALT report. I am using your guides but would appreciate your advice on:
1. What to say to deal with 'reported difficulty is not consistent with condition history' written under each descriptor.
2. The guide states there is a section at the end of the report 'HP opinion section'. I cannot find this anywhere. Can I challenge the DWP in my submission on this being missing?

I'm going to struggle to offer advice for question (1). This is all about what you have written on the claim form and what the assessor has written on their report.

You don't mention any physical problems, so I assume this is not an issue that is in dispute, so you are left with prompting, assistance and supervision.

Dealing with these out of order; assistance is most likely going to be needed for someone who is unable to understand some of the processes for an activity, using Preparing Food as an example; not understanding use by dates or cooking instructions. Again you don't mention any learning difficulties so would these and similar issues be applicable?

Supervision is about the claimant not recognising processes with an inherent danger attached to them, for example, leaving a gas on or not even lighting it in the first place, or not understanding how dangerous a knife can be if not used properly.

Lastly prompting is about the claimant not perceiving a need to undertake the activity, remember this is not about what your son does not do, it is about what he cannot do, nor is it about things that it is easier for you to do unless you can show that this is due to him being unable to complete them reliably.

So you need to look at what the assessor has said that they believe that he can do and explain why this is not the case.

(2) I'm sorry but I can't find the entry in the guide that you are referring to, can yo give me a quote I can then use to search with?

Hi Gordon,
Thank you. Yes, he has Aspergers/ASD so a learning disability. I used 'assistance, supervision and prompting' in my PIP2 form and included several of the examples you give in your answer. I also tried to explain at the assessment but my son got comments like 'so you cant use your hands, what do you eat then?' She failed to write what we told her etc and documented inaccurate information so I am picking the report apart.

As there is a lack of support for people with ASDs and I have managed my son's care myself I feel like a lack of supporting evidence isn't helping. I am pointing out that the HP failed to list the 3 letters/reports that I did send with the PIP2.
